Notification Banner with User Profile and Action Buttons

This component uses Tailwind CSS utilities to create a notification banner that slides in from the top right. It contains a user profile image and name, notification text, and accept/decline action buttons. The component uses Flexbox, responsive padding, box shadows, and ring styles.
