Two-tier navigation with dropdown menus

This component implements a responsive two-tier navigation header with dropdown menus. It includes a mobile menu toggle, search icons, currency selector, and account links in the top navbar. The bottom navbar contains logo, main nav links with dropdowns, and secondary links. On mobile, the nav links and account/search icons collapse behind a hamburger menu.
