Two-tier navigation with mobile menu

This implements a responsive two-tier navigation pattern with a full-width mobile menu. It uses Flexbox and Tailwind utilities for styling. The top navigation bar has logo, desktop links aligned left and sign-in link aligned right. The mobile menu toggle button is hidden on desktop. The mobile menu is a slide-over panel hidden off-screen by default. It has the logo, close button and navigation links stacked vertically.
