Two-tiered navbar with hero section and image

This Tailwind CSS code creates a two-tiered navigation bar with three links in each tier. The first tier is ordered last on mobile and first on desktop using responsive utilities. The second tier contains a title, text, call-to-action button, and half-width background image hero section.
