Two-Tier Responsive Navigation Menu with Mobile Off-Canvas Menu

This implements a two-tier navigation menu with logo, primary links, and secondary links on desktop. On mobile, it collapses into a hamburger menu that reveals an off-canvas menu for navigation. The mobile menu slides in from the right side overlaying the content. It uses Tailwind CSS utility classes for styling.
