Two-tier slideover panel with header, body, and close button

This implements a slideover panel UI component with two tiers - a header and body. The panel slides in from the right and overlays the existing content. It has a close button in the top right corner. The header contains a title and close button. The body is scrollable and contains arbitrary content.
