Two-tier header with mobile menu and hero section

This implements a two-tier header with a logo, navigation links, and buttons in the top tier and a mobile menu toggle in the second tier. The mobile menu slides in from the side and contains the main navigation links. After the header is a full-width image hero section containing a heading, paragraph, and call-to-action buttons. The text is centered and layered over the image. The header and hero section have decorative background blur effects applied using utility classes.
