Two-Tier Header with Mobile Menu

This implements a two-tier header with a logo and menu links using Tailwind utility classes. It has a main header with logo on the left and navigation links on the right. The mobile menu is hidden by default and toggles open and closed. The mobile menu slides in over the content when opened.
