Two-Tier Navigation Buttons with Hover Effects

This component uses Tailwind CSS utilities to create a two-tier navigation button set with hover effects. The inner buttons use rounded corners, backgrounds, padding, and ring effects to style the inactive and hover states. The outer wrapper uses isolation and flexbox utilities for layout.
