Two-tiered slideover panel with profile list

This creates a slideover panel that slides in from the right side of the page. It has two tiers - a header with a close button and tabs, and a main content area with a list of user profiles. The profiles have options menus that appear on hover. Tailwind utilities like flex, divide, transform, and transition are used to build the component.
