Two-tiered form with extra information section

This component uses Tailwind CSS to create a two-tiered form layout with some extra informational content. The top tier contains a heading, paragraph, and email signup form. The form uses Tailwind's form plugin for stylized inputs. The bottom tier has a background image that is revealed on larger screens.
