Two-tier navigation with dropdown and mobile menu

This creates a two-tier navigation with a top bar and sidebar menu. The top bar has a company logo, navigation links, user profile/notifications, and hamburger menu for mobile. The sidebar has navigation links, user profile, and settings. Both use Tailwind utility classes for styling.
